Pandemic preparedness is named in the DARPA-model expansion as one of the new directorates, alongside AI safety, quantum security, and climate engineering. The federal R&D doctrine treats frontier biomedicine as a standing sovereign capability with multi-year budget authority.
No new program here
This page does not introduce a pandemic-prep program. The healthcare-capacity half is delivered through Blueprint Chapter 18 (geographic delivery and surge capacity). The research half is delivered through Blueprint Chapter 22 (Advanced Research and Talent Capture, DARPA-model directorates). The Civilization Premium thesis simply observes that the ultra-wealthy benefit from federal investment in both, the same as everyone else.
