Why pandemic readiness shows up under Engine 9

The Civilization Premium is the value of living in a well-run republic — hardened grids, trauma networks, pandemic readiness, the deepest capital markets, the strongest courts. A pandemic is the canonical case where private wealth cannot substitute for public infrastructure. Offshore villas do not have ICUs. Private jets do not outpace an airborne pathogen. Household staff, drivers, security details, and heirs travel through the same air as everyone else. Either the federal government funds surge capacity and rapid medical-countermeasure development, or no resident is well-protected.

This page does not introduce a pandemic-prep program. The healthcare-capacity half is delivered through Blueprint Chapter 18 (geographic delivery and surge capacity). The research half is delivered through Blueprint Chapter 22 (Advanced Research and Talent Capture, DARPA-model directorates). The Civilization Premium thesis simply observes that the ultra-wealthy benefit from federal investment in both, the same as everyone else.
