The Metric
Community Outcomes Measurement for Prosperity, Accountability, Security, and Sustainability. COMPASS replaces GDP as the primary success metric for the Accord's domestic programs. GDP measures throughput; COMPASS measures outcomes.
Eight Domains
Health Outcomes. Education and Skills. Economic Security. Housing Quality. Environmental Quality. Civic Engagement. Public Safety. Social Cohesion. Measured at the census-tract level (approximately 73,000 tracts nationally). Primarily passive data: FedCard transaction aggregates, VHA-E claims data, MERIT institutional outcomes, environmental monitoring networks. Quarterly publication by the NSB.
Built Environment Indicators
Walkability, transit proximity, grocery/pharmacy access, parks, emergency medical proximity—structural barriers invisible in traditional statistics but measurable through FedCard transaction geography, VHA-E facility mapping, and existing geospatial databases.
Cultural and Assimilation Access Indicators:
The Social Cohesion domain may incorporate indicators related to immigrant civic integration and cultural participation, including access to language-learning venues, public cultural programming, civic orientation hubs, multigenerational gathering spaces, and lawful public venues for shared cultural expression. These indicators are intended to measure local capacity for integration and reciprocal belonging rather than to score private identity or belief.
Regional Cost Index (RCI)
Computed quarterly from FedCard payroll data. True prevailing wages by region × occupation × skill tier. Calibrates the Parity Wedge, the Dignity Floor (adjusted by local cost), and COMPASS economic security thresholds.
Tiered Intervention
Level 1 — Monitoring: All tracts. Public metrics published quarterly. No intervention—information only.
Level 2 — Targeted: Tracts falling below domain-specific thresholds. Automatic eligibility activation: childcare grants, VHA clinic expansion, housing incentives, public safety teams, transit frequency improvements. LDD project managers deploy.
Level 3 — Structural: Persistent failure (below threshold for 4+ consecutive quarters). NSB review triggers coordinated federal-local strategy. Mandatory Corrective Action Plan at 10% QoL drop.
